The six-member Authority is comprised of the following communities: city of De Pere, villages of Allouez, Bellevue and Howard and the towns of Lawrence and Ledgeview. All share a common groundwater source that can't meet the future needs of these growing communities. By joining together, the Authority was able to develop a partnership with the city of Manitowoc and Manitowoc Public Utilities to obtain fresh water from Lake Michigan, the best long-term water solution to the Authority's member communities.
